What began over 30 years ago as a principled mission to bring together the most committed community-based healthcare providers working cooperatively in pursuit of patient safety, provider protection and clinician advocacy has grown to become CMIC Purchasing Group. Our expansive collective of clinics is guided by a Board of Directors with extensive experience, credentials and deeply-held convictions around the power of quality, comprehensive health care for all members of the community.
In cooperation with ProAssurance, a medical professional liability carrier with its own 45+ year legacy, we strive to provide specialized liability coverage and care for clinicians that educates, engages and protects. In cooperation with CMIC Purchasing Group, ProAssurance provides a powerful policy offering, a collection of clinic-focused risk management expertise, in-person consultation and print/digital resources, and a supportive and highly experienced claims team that understands the evolving dynamics of providing quality community healthcare.

Westside Family Health Center // Culver City, CA
Debra Farmer has worked for much of the last 40 years in the non-profit sector and is known as a tireless healthcare advocate at the local, state, and national levels. During her extensive tenure as President and Chief Executive Officer of Westside Family Health Center (WFHC), she has overseen the expansion of primary healthcare services as WFHC transitioned from a small women’s clinic to a Federally Qualified Health Center and a Patient Centered Health/Medical Home, providing medical, mental health, and dental care in a state-of-the-art facility.
Tim Rine, Vice President
North Coast Clinics Network // Eureka, CA
Tim Rine is the Executive Director of the North Coast Clinics Network (NCCN), a Northern California non-profit organization based in Eureka that is focused on improving access and health outcomes for rural residents living in the community. NCCN’s membership consists of eight regional Federally Qualified Health Center corporations serving over 122,000 individuals, 1 in 3 residents in the region, who access healthcare at one of the 29 health center locations throughout Del Norte, Humboldt, Lake, Mendocino, and Trinity counties each year.
Kerry Hydash, Secretary
Family Health Care Network // Visalia, CA
Kerry Hydash has worked in healthcare for over 20 years and has served as the President & CEO of Family HealthCare Network since 2013. Ms. Hydash has a Bachelor of Arts in Economics and Accounting and a Master of Arts in Public Administration. In her role as President & CEO, Ms. Hydash provides leadership for the organization through 2,000 employees at 48 delivery sites, serving over 230,000 patients in 2022. The organization also provides robust programs focused on the social determinants of health, including operating a bookstore and food pantry.
Paulo Soares, Treasurer
Camarena Health // Madera, CA
Paulo Soares has served as the CEO of Camarena Health since 2010, after first joining the organization in 2007 as Chief Operations Officer. Today he provides leadership for the administration and management of Camarena Health, which operates 20 clinical sites in Madera County. Paulo has over 20 years of experience in healthcare administration with most of his career serving Federally Qualified Health Centers.
Susie Foster
Hill Country Health and Wellness Center // Round Mountain, CA
Susie Foster, a Board Certified Family Nurse Practitioner, has been treating patients at Hill Country Health and Wellness Center since August 2011 and has been the Chief Medical Officer since 2016. Before studying to be a Nurse Practitioner, Susie worked for 6 years as a Pediatric and Emergency Room nurse in Redding.
Erin Pak
Kheir Clinic // Los Angeles, CA
Erin Pak has been serving as the CEO of Kheir Center since 2004. A Federally Qualified Health center, Kheir also operates Adult Day Health Care centers and focuses on providing culturally and linguistically appropriate care to low income, underserved residents of Los Angeles. Kheir remains the only nonprofit health clinic in the nation that delivers all services in English, Spanish, Korean, and Bengali.
Rakesh Patel
Neighborhood Healthcare // Escondido, CA
Dr. Rakesh Patel joined Neighborhood Healthcare as a family physician in 2002 and has been CEO since 2017. Neighborhood Healthcare is an FQHC serving patients in Riverside and San Diego County, as well as a PACE organization serving participants in Riverside County. Dr. Patel obtained his MD from the Medical College of Wisconsin and his MBA from the Isenberg School of Management, UMass Amherst.
